Poland is introducing changes to real estate transaction procedures for foreigners. The new bill envisages complete digitalization of the process and could affect millions of Ukrainians residing in the country.

The government of Poland has approved new regulations for housing purchases by foreigners. Given that several million Ukrainians live in Poland, these rules will specifically apply to them. Will Ukrainians be allowed to buy housing in Poland, and what do they need to know?

New Housing Purchase Rules to Be Implemented in Poland: What Ukrainians Need to Know

Poland has decided to digitize the control of real estate acquisitions by foreign nationals. The Council of Ministers of Poland has adopted a bill that modifies the procedures for real estate transactions involving foreigners. These innovations are intended to streamline checks and improve record-keeping, as announced by government spokesperson Adam Szłapka.

The primary innovation is the complete digitalization of the process. Notaries will be mandated to submit documents to the Ministry of Interior and Administration (MSWiA) exclusively in electronic form via the specialized IT system CREWAN.

This applies to agreements for the purchase of residential properties and land, as well as shares and stocks in companies that own property or hold perpetual usufruct rights.

The need for this reform arose because notaries currently send paper copies of deeds by mail within 7 days after signing. This has led to regular delays reported by the Ministry of Interior.

Delayed documents compromise the accuracy of state registries and cast doubt on the reliability of legal transactions.

The electronic format is expected to eliminate paper bureaucracy, expedite data exchange, and enable the state to more effectively oversee the market.

Rules for Ukrainians in Poland – Latest News:

We remind you that the Embassy of Ukraine in Poland urged Ukrainian refugees with PESEL UKR status to immediately update their data in the Polish registers. This is necessary for citizens who obtained PESEL based on internal documents or an expired passport, as well as for those who subsequently obtained a new passport or changed personal details (e.g., surname).

The changes also apply to children who have received a new document or were previously registered without a passport.

To update information, you must visit your local municipal office and present a valid international passport. Fingerprints may also be taken if necessary. Those who currently do not have a passport at all must obtain one urgently.

Data in the registry must be updated by August 31, 2026. Failure to comply with this requirement may lead to the loss of PESEL UKR status, which would deprive Ukrainians of their rights to legal residence, work, and other privileges of temporary protection in Poland.

Furthermore, Ukrainians in Poland have been granted the opportunity to take the theoretical driving test in Ukrainian. This option is already available in Warsaw, Krakow, Lublin, Gdansk, Bialystok, Tarnow, Olsztyn, and other cities.

However, the practical exam continues to be conducted in Polish, although candidates have the right to engage a translator.

To obtain a license, a foreigner must reach the required age and confirm residence in Poland for at least 185 days. The application process begins with creating a driver candidate profile at their place of residence, which requires a medical examination and submission of a document package.

Afterward, one can enroll in a driving school or prepare for the theory test independently, undergoing only practical training.

Upon successfully passing both exams, it is necessary to pay a fee of 100 PLN for the issuance of the document. Typically, the driver’s license is produced within nine working days, and its status can be tracked online via the info-car.pl system.
