Ukraine has been intensifying the construction of defense lines since the full-scale invasion began; however, the rapid shifts in combat tactics and the pace of Russia’s offensive pose risks to their timely completion.

According to the publication, Ukraine is establishing a multi-layered defense system in the most vulnerable sectors of the front. Engineering units are constructing the second line of fortifications, while combat units on the front lines are preparing the initial one. A third defense perimeter is being created by regional administrations around major cities and strategic assets.
Colonel of Engineering Troops, Oleg Rezunenko, who oversees nearly 320 kilometers of defensive structures, emphasizes that the primary objective now is to work faster and build deeper.
“An army that digs deeper is an army that survives,” he stated.
The new fortifications differ significantly from those built at the beginning of the full-scale war. Previously, the main focus was on lengthy trenches to protect against artillery fire, but now, FPV drones have become the principal threat.
Consequently, trenches are being dug deeper underground, small shelters for military groups are being created, command posts for UAV operators are being established, and protective nets and metal structures are being utilized to counter aerial attacks.
Concurrently, the Armed Forces of Ukraine continue to employ traditional defensive elements. Anti-tank ditches, concrete “dragon’s teeth,” and wire barriers remain crucial due to Russia’s use of mixed combat tactics.
Despite the project’s scale, its implementation is hampered by constant strikes from Russian drones. Engineering units have already lost some equipment, and dozens of soldiers have sustained injuries.
Furthermore, the fortification program has previously been mired in controversy. Following the Russian forces’ breakthrough in the Kharkiv region in 2024, Ukrainian defense preparations were criticized, and the former Deputy Mayor of Kharkiv was detained in a case involving alleged embezzlement of funds allocated for fortifications.
Another challenge is the rapid evolution of warfare: analysts warn that some of the current fortifications may become obsolete even before Russian troops reach them.
Nevertheless, Ukraine continues its construction efforts. According to official data, over 46 billion hryvnias were allocated for fortification works in 2024 alone, and this year’s expenditures, according to officials, will be even higher, though precise figures are not disclosed.
Kyiv anticipates that the multi-layered defense system will help prevent new breakthroughs and buy time to deplete Russia’s offensive capabilities. Simultaneously, the military acknowledges that fortifications have to be built practically during active combat operations.
Previously, it was reported that Russia is showing signs of discussion about ending the war against Ukraine even without the “victory” declared by the Kremlin.
